Abstract

­This dissertation entitled ‘A study on the Development of the Working Model of Kanchanaburi Sangka on the Five Precepts Undertaking Village Project’ has three objectives: 1) to study the concept of five precepts observation based community in Thai Sangka’ policy, 2) to study the present conditions and problems affecting upon Kanchanaburi Sangka’s the operation of five precepts observation based community, and 3) to study the development of the Kanchanaburi Sangka’s operation model in working on the five precepts observation based community. This is a qualitative research.

          In the study, it was found that historically speaking, the project of five precepts observation based community in Thai Sangka’s policy was dated back to the past situations of nation wherein many intractable problems could not be completely solved. Hence, the most venerable Phramahărajamangalacăraya, acting on Supreme patriarch duty, initiated to harmoniously and compromisingly strengthen people through Buddhist five precepts in order to bring about peace and happiness to the country once again; in this project, people are encouraged to properly observe five precepts in their daily life.  This program had been entirely agreed with by the Supreme Sangka Council in the name of ‘the project of five precepts observation based community’ respectively. As regards the present situation and problems, it was found that: 1) many people are of unwholesome mind, 2) they have no patient then being defeated by defilement, 3) they follow consumerism by focusing on physical pleasure, 4) they do not have public mind resulting in becoming selfish people, 5) they do not possess wisdom and thereby not seeing the harmful sides of things, and 6) they lack the sense of moral development.

          In Kanchanaburi Sangka’ project on five precepts observation based community, it showed that the operation of the mentioned program is simple and stable under the concept of sufficiency and moderation; it has been supported by all sectors leading to be called ‘five precepts observation family, five precepts observation community, five precepts observation sub-district, five precepts observation district, and five precepts observation province’. In the pattern of the operation, it was found that it has its own uniqueness being integrated and consistently applied through Buddhist principles as follows: 1) moral shame and moral dread; under these principles, people are encouraged to see the value of five precepts observation based community in the way that the mentioned project is purposely assigned to bring about the perfect development of man’s mind and then they will think, speak and act in a proper way, by virtue of this the community will be strengthened leading to the stability of the nation, 2) the principle of four social solidarity; this is assigned to mentally harmonize people giving them the sense of loving kindness and then all communities will be stabilized through five precepts, 3) six states of conciliation; this will reflect upon the wholeheartedness when people help each other in doing work, 4) seven things leading never to decline but only to prosperity; this will give rise to the total prosperity to the all community, be it people or  administrators, it is regarded as the good path harmonizing people in the community and the mentioned project will become successful bringing the good result to both co-workers and administrators according to the given policy.

With respect to its strategies in translating five precepts into practice, it was found that its goal is to bring about goodness to all people’s lives, in its pattern of administration, it showed that three steps were followed: 1) preparation, 2) operation and 3) planning based on the Buddhist principles including the four models of strategic administration. They were proposed as follows: 1) first strategy deals with the setting up of the main operative centre and community operative centre with effectiveness, 2) second strategy is to get people trained through making them understanding concept of five precepts in the given policy by inviting outside lecturers to educate them as per the given times, 3) third strategy is to get Buddhist monks and laities developed to have certain potentiality and then voluntarily spirit in working can be implanted in more manners; in this matter, the coordination between houses, temples and community should be made so that the concrete harmony can be actualized, and 4) fourth strategy is to make the certain effective tools in controlling and evaluating the operated project and it can be done by inviting the outside experts, govern delegators and private organization to be a joint committee for examining the aforesaid project.
